Abstract
With the birth of Industrial Revolution, enormous economic benefits have been produced on the expense of the environment on which our and our offsprings survival and development depend. The environmental pollution spreads, and large-scale environmental pollution accidents take place sometimes. The Benzene pollution in Songhua River in November of 2005 is an example in such. The whole story of this accident discloses the disadvantages in dealing with this accident of relevant departments and the lack of institutions in present China. Thus, this article chooses this accident as the breakthrough point, to face up to the soft rib of the emergency measures to environmental pollution accidents in China. At the same time, on the basis of the advanced legislative experience overseas, this article explores how to better the legislation to control environmental pollution accidents in China.
