Abstract: Implement of the planning family policy, population aging and transformation of the economic and social system, lead to a rapid increase of the care demand for the elders in the rural of China, and intensify the contradiction between supply and demand of care for the elders gradually. It is very pressing to build a suited service system for the elders in the rural of China. The paper sketches a diversification and multi-level system framework of service for the elders with the family as the basis, the community as support, the non-profit organizations and the enterprises as necessary supplement, and to underpin by the government. The paper points out that building of the rural service system for the elders shall formulate the system program and building of the community, perfect the legal system of pension service and establish the mechanisms of coordination and management, expense guarantee, personnel training and supervision examination.
